Scholarship management platform for girls’ education, Kasaï province
Beneficiary management, multi-party approval workflows, document management, centralised Keycloak authentication and field data collection with ODK.
Context
The Girls’ Learning and Empowerment Project (PAAF) awards school scholarships to girls in the Kasaï province. Several parties are involved, each at a different stage of an application. The programme needed one platform to manage beneficiaries, route and approve applications, and follow the programme as a whole.
What the platform does
- Beneficiary and application management.
- Administrative workflows with approval by several parties in sequence.
- Document management attached to each application.
- Reporting to monitor the programme.
- Centralised authentication for every user.
- Integration of data collected in the field.
Technical choices
Keycloak for identity. Users sign in through a central identity provider instead of an account system built into the application. Roles and access live in one place.
ODK for the field. Data is collected with ODK Collect, a tool designed to work offline, then synced to ODK Central before being brought into the platform. This suits areas where connectivity is not guaranteed.
TypeSense for search. A dedicated search engine to find beneficiaries and applications quickly.
Laravel and Livewire for the application itself: business logic, workflows and reactive interfaces in a single codebase.

Designed and built the platform at IT Group, took part in deployment, application maintenance and user support.
